KILL THIS BILL


What a bizarre piece of legislation! This would kill or enfeeble the GSPC fiscally. It limits biennial expenditures from fees, moneys and other revenues, including Miscellaneous Receipts, to the sum of $3,368, while excluding lottery funds and federal funds, collected or received by commission from inclusion in that sum. As the current law allows GSPC to charge government bodies fees to help fund it, and that capacity is wiped out by this bill, it is clear the intent of this bill is to defund the GSPC, allowing it only access to lottery funds, which are, both by statute and by political reality, already pretty well spoken for. By forcing GSPC to compete for pre-allocated lottery funds, rather than allowing it a portion of general fund monies, this bill would put the GSPC very much on the defensive, allocating time and effort to secure its survival, and leaving little time or money for the pursuit of corruption. This is a covert attempt to kill GSPC. Bad idea; and why $3,368? Why not $3,369, or $3,367. Out of the blue and into the red. Kill this bill.
